About the Position: Fort Gregg-Adams, Home of Logistic Warriors, is a US Army installation located near the Tri-Cities of Petersburg, Colonial Heights, and Hopewell, VA. Fort Gregg-Adams is south of Richmond, the Capital of Virginia. There are a number of important missions accomplished by the activities located here. The missions accomplished at Fort Gregg-Adams include combat and training development and the professional development of military personnel through various training programs.
Duties
Serves as Instructional Systems Specialist: Works independently as a consultant and project officer to explore and evaluate residence training and education (T and E).
Conducts regularly scheduled classes using multiple methods of instruction such as conferences, hands-on training/education, practical exercises, case studies, and simulated exercises, etc.
Facilitates resident and distance learning/blended learning courses, professional development seminars and workshops for Army Sustainment University (ASU) customers in accordance with adult learning theory.
Maintains contact with educational institutions interested in instructional technology.

Basic Requirement for Instructional Systems Specialist:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
(1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
(2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
(4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
(5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience which includes: 1) administering, advising on, designing, developing, or providing educational or training services in formal education or formal training program; 2) utilizing automation systems such as Training Development Capabilities (TDC) to ensure course material development or revisions are entered accurately in the database; AND 3) serving as advisor to students and presides over student work-group sessions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education, Educational Psychology, Educational Technology, Instructional Design.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
