About the Position: Serves as Instructional Systems Specialist and authoritative consultant/primary educator in the area of training evaluation and methodology for the Ordnance community. The incumbent coordinates activities of the department/division and establishes procedures, priorities, and milestones, ensuring deadlines are met. The incumbent plans and carries out programs concerning internal and external training evaluation in the area of ORDNANCE training.

Duties

As a professional educator/evaluator, researches, analyzes, develops, and prepares documents and reports regarding training effectiveness and recommendations for systematic changes to curricula and methodology. Uses professional knowledge of Systems Approach to Training (SAT) and evaluation concepts to evaluate educational procedures utilized to develop course training strategies. Coordinates with CASCOM Training Directorate to develop and recommend long-term goals, objectives, and priorities. Relates new training and evaluation concepts and trends and advises on the incorporation of new strategies, techniques, and approaches appropriate to Ordnance training/educational programs. Performs Contracting Officer Representative (COR) duties as required within respective workplace.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. (Must include transcripts) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service, which is experience that includes administering, advising on, designing, developing, and/or providing educational or training services in formal education or formal training program where the work requires the application of learning theories and the principles, methods, practices and techniques of one or more specialties of the instructional systems field. You will be evaluated on the basis of your level of competency in the following areas: Instructional DesignInstructional Materials & Curriculum DevelopmentInstructional Program EvaluationStaff and Faculty Development Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????11).
