About the Position: This position is under the Materiel Management Department under Naval Health Clinic located at Pearl Harbor side of Joint Base Pearl Harbor Hickam, which is on the Island of Oahu, Hawaii. A cost of living allowance has been authorized for Hawaii at the rate of 8.90% (subject to change).

Duties

Manage department goals and objectives, implements new programs, and issues policy guidance. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Find ways to improve production or increase the quality of the work directed. Oversee the Command equipment budgeting and accountability program for other procurement, Defense Health Programs, and minor equipment including life cycle management. Maintain accurate property and transaction records for the medical stock record account in the Defense Medical Logistics Standard Support (DMLSS) system. Act as Agency Program Coordinator (APC) for the Government Purchase Card (GPC).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position may be designated "Mission Essential." In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Specialized Experience: One year of specialized experience which includes: 1) assisting in providing advice to customers on administration supply management functions (e.g., equipment inventory, storage, receiving, cataloging, Property accountability, supply financial reporting, issuing, shipping, etc.) to make sure supply policies, instructions, or procedures are being followed; 2) analyze organizational data to evaluate efficiency and effectiveness of the operation; and 3) resolve complex problems in medical supply management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Decision MakingInformation Technology Customer SupportSystem AdministrationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
