You will serve as a SUPPLY SYSTEMS ANALYST in the NAVAL SUBMARINE SUPPORT CENTER, Pearl Harbor, Hawaii.

Duties

You will conduct projects and audits related to the transfer of material requirements from regional supply centers to fleet afloat units, operational commanders and shore support activities. You will manage appointment letters, card holder dollar thresholds, and all other administrative requirements of the GPC program. You will interpret policy direction for specific operational requirements. You will find ways to improve the quality of work and processes. You will evaluate work performance of subordinates of completed task and to ensure the objectives are met. You will provide guidance and instruction to submarine Supply personnel on requisition expediting and processing. You will coordinate with Type Commanders, operational squadrons, Task Forces, and/or battle group commanders to determine transportation type and destination of critical material shipments. You will review all naval message traffic and complete critical material requirements list from fleet afloat units, operational commanders, shore support activities, and in service engineering activities. You will develop guidance for applying existing policies, procedures, techniques, equipment, and methods to a variety of work situations involving various degrees or levels of supply controls. You will utilize various software and web based requisition and tracking tools, databases and Microsoft Office applications to perform daily Submarine Supply Assist Team (SUBSAT) operations.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interpreting regulations and analyzing supply program data to identify supply issues (e.g. processes, methods, data management, or operational procedures) to provide solutions to problems affecting supply system design, installation, or maintenance.
