This position is in the Department of Health and Human Services, Office of the Assistant Secretary for Health (OASH), Immediate Office (IO), located in Rockville, Maryland.
This is a developmental position and has growth potential to the Budget Analyst, GS-0560-13 grade level.
Duties
Manages and performs the fiduciary responsibilities associated with the agency’s financial and budget administration system.
Ensures against over-obligation of funds and avoids the premature release of budget authority levels in excess of those appropriated, authorized, or distributed by law.
Participates in funds control within the agency and supports the Budget Officer in the formulation, presentation, and execution of the agency’s budget.
Prepares and recommends operating budgets for the program area in conjunction with the budget officer and administrative officers.
Monitors the execution of the budget for assigned programs.

Qualifications
You must demonstrate you meet the Minimum Qualification or Specialized Experience requirements as noted below.
Minimum Qualification, GS-11:
You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing (2) of the (3) duties listed below:
Conducting financial oversight, budget formulation, or budget execution.
Preparing and editing budget justifications.
Compiling, summarizing, and analyzing budgetary data.
OR possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related; or a combination of the required experience and education for this grade level. *Education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Specialized Experience, GS-12:
You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
Conducting financial oversight, budget formulation, or budget execution.
Preparing and editing budget justifications.
Compiling, summarizing, and analyzing budgetary data to prepare exhibits or other budget briefing materials.
Identifying and resolving budgetary problems.
Specialized Experience, GS-13:
You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing All (4) of the duties listed below:
Conducting financial oversight, budget formulation, or budget execution.
Reviewing, editing, and approving budget requests.
Compiling, summarizing, and analyzing budgetary data to prepare exhibits or other budget briefing materials.
Interpreting budget directives and guidance to analyze budget execution patterns and ensure funds are obligated and allocated in a timely manner.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
