This position is in the Bargaining Unit with the National Treasury Employees Union, Chapter 208.

Duties
The successful candidate will perform the full range of Senior Budget Analyst Duties.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal service or equivalent experience in the private or public sector.
The ideal candidate will be able to demonstrate the following:
Skills and experience in handling large datasets and delivering complex quantitative analyses using advanced features of Microsoft Excel, including functions and formulas; auto-filtering; pivot table reports; and charting tools, as well as visualization tools, such as Tableau and Power BI.
Skills and experience in using visualization tools to develop dashboards for informing decision-making and the budget formulation process. This involves presenting multi-year budget execution actuals and trends by allowance holders and programs, as well as monitoring major risk areas.
Skills and experience in using financial management systems, such as budget execution/formulation system, core accounting system, contract spend plan reports, Strategic Acquisition System, Microsoft Excel, and financial management dashboards to obtain, review, combine, analyze, and/or present complex budget execution data.
Strong skills in communication, interpersonal interaction, and teamwork.
Strong skills in problem-solving, project management, and process improvement.
SPECIALIZED EXPERIENCE is defined as: Demonstrated experience and strong skills in handling large datasets and delivering complex quantitative analyses using advanced features of Microsoft Excel, including functions and formulas; auto-filtering; pivot table reports; and charting tools, as well as visualization tools, such as Tableau and Power BI; demonstrated capabilities and insightful knowledge in researching, interpreting, and applying Federal laws and regulations in financial management areas. (Example: The Chief Financial Officers Act; Appropriation law; OMB Circular A-11, etc.) and demonstrated ability and experience in leading complex and impactful projects, as well as collaborating with various stakeholder groups.
