Duties

As a Budget Officer, you will use your knowledge of and experience with applying budget- related laws, regulations, policies, precedents, methods, and techniques to optimize business results and customer experience by: Supervises a professional staff of 11-14 people through subordinate supervisors/leaders at varying grades and skill levels. Provides daily oversight and direction to all aspects of the budget process to include policies; formulation of instructions and directives; execution of the budget; the preparation and presentation of internal budgets and external OMB submissions; and the review and analysis of requests for reprogramming of budget funds. Oversees the development, maintenance, and consistent application of internal control policies and procedures for all Agency budget activities. Provides expert advice and assistance to Director on the: (1) formulation, presentation, justification, and execution of the Agency's budget; (2) strategic management, including the development of annual performance plans and other performance management requirements; and, (3) payments, general ledger transactions, budget execution principles/practices. Reviews and evaluates the adequacy and effectiveness of OFR budget formulation and execution processes and works directly with the Director, OFR.

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing at least ALL of the following: Providing daily oversight and direction to all aspects of the budget process to include polices; formulation of instructions and directives; execution of the budget; the preparation and presentation of internal budget and the review and analysis of request for reprogramming of budget funds; AND Managing administrative processes including organizational changes, recruitment, performance management, awards, employee relations, space, development of the budget for operations and improvements and the development of long-term management strategies.
