The Supervisory Management and Program Analyst services as the supervisor of a team that provides information and analytical tools and support for VHA leaders and field managers. The incumbent works as a lead member of the VHA Office of Analytics and Performance Integration.

Duties
Duties Include:
Provides leadership and supervision of the Project Team program staff. Works with multiple clients/customers to define project scope, requirements and deliverables.
Works effectively with other data and program offices in the site projects to ensure their support and expertise when identifying data and data analysis for specific projects.
Proactively and independently works with field leaders to identify needs and develop information products to meet those needs. This includes, but is not limited to, National Committees, technical experts and focus groups working on specific content and projects, including Clinical, Nursing, Financial, Planning, Human Resources, Access, Productivity and Transformational Initiatives.
Responsible for coordinating and executing all phases of software development projects including analysis, design, development, testing, maintenance and support. Ensures adherence to applicable API and VSSC standards in each phase. Provides estimate of work effort, regularly reports status and progress of work and accomplishments to stakeholders and management.
Produces complex, yet clear and concise, analytical reports and studies that are made available to a wide variety of constituents, including oversight bodies and external stakeholders. This includes but is not limited to OMB, Congressional Representatives, VSO's, Secretary and Assistant Secretaries and others. Translates data into meaningful management information.
Independently evaluates processes, procedures, tools and information and makes recommendations to management for effective organizational changes, including those related to the collection, analysis and management of information. Performs organizational analysis for portions of key VA, VHA or IOA programs or projects.
Provides appropriate mentoring, encouragement, development of assigned team of technical staff. Provides technical, administrative and project management on the job training team in accordance with established procedures and practices. Guides team in specific tasks and job techniques and make available written instructions, reference materials and supplies.
Maintains knowledge of technological advancements in the information, analytics, business intelligence, database management, and internet technology fields. Maintains expert knowledge of VA corporate databases, including those related to performance, financial management, clinical care, enrollment, planning, and workload.
Lead, manage and supervise the VSSC Operations Patient Utilization team in data analysis, product development and reporting work to support leadership at all levels of the VA and VHA organization improve operations and delivery of healthcare nationwide.
Translate data into meaningful management information by defining business rules, working with stakeholder on needs, data cleansing strategies, metric and goal definition, and report development for recurring delivery to our customer on the VSSC website.

Virtual: This is a virtual position. The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50% within the local commuting distance from your Home of Record (generally defined as 50 miles) of your reporting duty station.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Selective Placement Factor: A Selective Placement Factor has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for this position. Your resume must demonstrate that you have advanced knowledge and demonstrated experience with Structured Query Language (SQL) and experience building and modifying tables, views, and stored procedures in relational databases.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Providing project coordination with appropriate business, technical and/or healthcare domain knowledge; 2) Leading staff in data analysis, data mining, reporting, and program development for designated content areas; consulting with a variety of customers to understand needs, develop solutions, both in conceptual design and in coding, and ensure that the initiatives being delivered are of a high standard in terms of fit for purpose, design and code; 3) Collaborating and providing consultation at all levels of an organization, designing, developing and deploying information, data collection applications, analytic studies, and other automated tools to assist in providing oversight of critical functions related to the organization; 4) Maintaining expert knowledge and skill in advanced programming techniques and languages including SQL, HTML, JavaScript, Java, XML, MDX, Visual Basic, etc.; 5) Producing information and evaluating/analyzing, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives; 6) Planning, assigning and reviewing work to be accomplished by subordinates; directing and managing employees within designated service.
