About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14 to 15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Serves as a primary advisor to the HCA on contracting and acquisition matters.
Responsible and accountable for performing all contracting related duties in accordance with all federal, DoD, and Army contracting laws, executive orders, regulations, principles, policies, and procedures.
Evaluates overall performance of Branch Chiefs within prescribed timelines, criteria and resulting actions.
Provides advice, counsel, and instruction to accomplish assigned missions and actions.
Provides overall continuity in program operations to ensure commitments are met and procurement execution is achieved within stakeholder expectations and financial boundaries.
Evaluates qualifications of Contracting Officer Representatives (COR) prior to delegation of authorities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one-year probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING Certification within 4 years of entrance on duty.
- Incumbent must obtain and maintain a Secret clearance.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated:
- This is a Critical Acquisition Position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- This critical acquisition position requires the ability to obtain and maintain an unlimited contracting officer's warrant authority. Must be able to pass the NG Contracting Officer Review Board (CORB) examination as a condition of employment.
- The employee may be required to work an uncommon tour of duty (i.e. evenings, weekends, and holidays). May be required to work overtime.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience is defined as: 1) Evaluating contract actions to ensure regulatory requirements have been met; 2) Evaluating the performance of contracting personnel for assigned acquisition programs; and 3) Reviewing contract actions to determine if corrective action is required.
