This position is located in the Chicago Region 5 office of the Federal Transit Administration (FTA). You will be responsible for all regional functions in support of the reginal office operations, which include Cost Center Management, Regional Personnel Program; Procurement of supplies and services, Property Management; Travel Management; Correspondence Tracking and Monitoring; Office Services Mangement; and all general Administrative Management.

Qualifications
To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:
Experience applying general office administrative guidelines, procedures, and precedents (such as human resources, procurement, travel management, and operating computer software programs) to carry out all necessary tasks.
Experience applying time and attendance program guidelines and procedures.
To qualify for the GS-09 on Education alone, you must have:
2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.
You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience managing office budgets and procuring supplies in addition to implementing procurement and budget procedures.
Experience maintaining and tracking multiple schedules and activities to ensure that deadlines and requirements are met; using computer applications and electronic databases for record keeping, research, reporting and organizing; and managing multiple tasks efficiently and accurately.
To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Formulating and executing annual operating budgets; 2) analyzing budget/fiscal reports; 3) communicating with a variety of personnel at all levels in administrative management and support; 4) working with staff in interpreting human resources policies and directives; 5) reviewing and approving procurement and budget activities; and 6) communicating and providing guidance to staff on issues.*****
You cannot qualify on education at the GS-12 level; you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems
Personnel and Human Resources: Knowledge of hiring, policies and procedures related to personnel and records Management and government on-boarding/ security processes.
Written and Oral Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
