Duties

You will serve as a SUPERVISORY PROGRAM ANALYST in the PROGRAMS DIVISION (N82) of the NAVAL INFORMATION FORCES (NAVIFOR) HEADQUARTERS located in SUFFOLK, VA. You will serve as the principal technical authority for Integrated Fires C5I requirements for Electronic Warfare, Signals Intelligence and Information Warfare systems, Cyber and Information Operations, and Tactical Data Link systems. You will supervise civilian employees, military personnel, and provide oversight of contractor support personnel assigned to the branch. You will serve as the Subject Matter Expert for the review of proposed and future Integrated Fires capabilities and proposed solutions. You will provide guidance and oversight to ensure Integrated Fires requirements are addressed across the entire spectrum of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) reviews.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a mastery knowledge of the C5I capability area and its contributions to Naval Operations and mission completion in order to clarify and submit capability gaps and needs, and ensure critical impacts are considered in capability development. Experience applying a mastery of and skill in utilizing capabilities-based management to ensure detailed data collection, track and document capability gaps, and facilitate the recommendation of materiel and non-materiel recommendations for the prioritization of Information Warfare needs. Experience applying a mastery knowledge in quantitative and qualitative analytical and evaluative methods and techniques to identify interrelated program problems, draw conclusions, and recommend appropriate action to improve mission effectiveness. This includes analyzing conflicting data and summarizing recommendations or program changes giving consideration to various points of view and specifying the reasons for choices. Experience applying a mastery knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in DoD and Navy PPBE and Program Objective Memorandum (POM) processes, as well as understanding of the methodologies of these processes and the associated goals and objectives of the processes sufficient to evaluate requirements and develop POM packages. Experience applying a required high degree of interpersonal skills to articulate the Command's needs. Must possess intermediate (or above) level computer skills to include spreadsheet, database, graphics and word processing. Work requires the production of project papers, staff reports, and executive level correspondence. Must be able to apply mature judgment, have a high degree of initiative and be persistent with tact.
