Facilities Management and Security Services Quality Assurance
The following are the duties of this position at the full working level.
IRM Maintenance 50%
Position is the primary point of contact for all FMSS IRM chapters and other IMDs such as Servicewide Delegation Orders and Policy Statements. Works with subject matters experts in all areas of FMSS to ensure that IRM chapters and other IMDs are current and accurate either in response to requests regarding outdated information or on own initiative based on scheduled or ad hoc review of materials. Coordinates with Servicewide Policy, Directives, and Electronic Research (SPDER) to ensure that submission/revisions are compliant with current publishing directives. Oversees routing process and researches and responds to comments and questions in the review process. Ensures new and revised documents are forwarded to appropriate offices for approval, maintains a record of suspense dates for approvals, and follows up with appropriate officials as required to ensure review process is complete. Once all reviews are complete and documented, submits document through appropriate channels for publication. Ensures all appropriate FMSS employees are informed when interim or final guidance is updated and published.
Procedural Guidance 50%
Researches and develops or participates in the development of procedural guidance related to all areas of FMSS operations to provide consistent guidance and direction for the work of the organization. Works with subject matter experts across FMSS to ensure that Desk Guides, Field Guidance, Memorandums of Understanding, and other agreement documents are current, accurate, well-organized, and available to appropriate personnel. Ensures all procedural guidance is in compliance with FMSS, IRS, Treasury, and other applicable requirements. Periodically reviews all procedural guidance and works with appropriate offices to update as needed. Creates online repositories (e.g., SharePoint site) of all such guidance and ensures that FMSS and other IRS staff have access, as needed, to those repositories.
Performs research in cooperation with facilities and security Headquarters staff regarding a broad range of compliance type requirements as relates to all areas of FMSS operations including such areas as building and occupancy, waste management, fleet maintenance, security, and property inventory and disposal. Develops and maintains a repository of policy documentation to ensure IRS guidance records are readily available for review.
Develops, coordinates and/or conducts IMD related briefings, outreach efforts, training sessions, etc. for all levels of the FMSS. In addition, serves as an adjunct instructor for the Headquarters Program Analyst Course instructing senior analysts on IRMs, Interim Guidance Memoranda, and all other policy held by the business unit. Participates and serves as the business unit representative at reoccurring IMD meetings hosted by SPDER. Establishes and leads FMSS project meetings to ensure project timelines are met, and barriers related to the creation, revision, and/or obsolescence of FMSS IMD products are removed.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE GS-12: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Experience that demonstrates comprehensive knowledge of methods and techniques sufficient to research, write, and edit analyses of statistical data and other written material that subject-matter experts produce throughout the Division. Examples of specialized experience includes editing or drafting written material such as Internal Revenue Manuals (IRM), Interim Guidance (IG), Standard Operating Procedures (SOP), reports, publications, and other various communications that improve the readability, tone, and overall quality of the materials to ensure that copy is clear, concise, and accessible to target audiences. Experience interviewing and applying data gathering techniques sufficient to respond to data calls for a variety of purposes and from entities inside and outside the Division. Other specialized experience will include analyzing assignments in terms of their objectives and styles while ensuring they are grammatically correct, appropriate in tone, consistent in style and format, and conforms with Service policies and practices.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
