Click on the link below for essential guidance on navigating the federal job application process and to learn how to avoid common mistakes and increase your chances of success. https://rise.articulate.com/share/UHaVgET2Ik0p2HGn2DrfOp6RU6pj59Li As a Supervisory Human Resources Specialist (Employee Development), you will: Assist the Director of the Division of Training and Development (DTD) in implementing and managing a cost effective, legally viable technical training program for all NCUA staff, supervisors and executives and in developing strategic plans for training and career development of NCUA staff at all levels. Work with senior staff in NCUA Central and Regional Offices to provide expert advice and assistance in the development and implementation of training programs. In partnership with the Division Director, develop programs, plans, policies, and guidelines for the Division. Assess training needs, develop new training and development programs and evaluate program content. Manage mission-critical competency model development, and the development and implementation of Mission Critical Occupation (MCO) and leadership skills gap assessments. Manage the administration of the agency's Learning Management System. Supervise a team, assign work, evaluate performance, and provide coaching and feedback. Prepare, justify, and manage training program budgets. Serve as a Contracting Officer Representative (COR). Select, oversee, and evaluate the work of outside consultants hired to conduct technical and non-technical training programs. Work with and communicate frequently with various stakeholders - outside vendors and other agencies. Act in the absence of the Division Director, by providing leadership, direction, and coordination over the daily activities and projects of DTD.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. All applicants applying for the CU-14 level must have at least one full year of specialized experience equivalent to the CU/GS-13 level obtained in the private or public sector. Specialized experience for this position is defined as experience: Designing and delivering training and employee development programs for an organization; Managing and assessing an organization's training and employee development programs; and Leading or supervising a staff responsible for implementing training and employee development programs. You must meet the qualifications for this position by the closing date of this announcement.
