The Program Analyst analyzing and evaluating on a quantitative or qualitative basis the feasibility and effectiveness of line program and project planning in meeting the Office's established goals and objectives. The incumbent also advises the immediate supervisor and senior leaders on implications of complex and sensitive pre-decisional matters involving proposed legislation, policy decisions, contract negotiations, and other matters involving other Federal agencies.

Duties

Major duties include but are not limited to the following: Develops and promulgates program-management related standards and guidance to VA program managers. Supports immediate supervisor and leadership in working with Business Owners to ensure a clear understanding of program requirements and any applicable program management capability gaps. Works with program managers on the development, coordination and maintenance of a comprehensive program plan that integrates all functional plans with major program milestones and multi-year program objectives. Communicates effectively with managers, staff, and support services contractors. Provides analysis and recommendations on all incoming program submissions for technical matters, affordability, consistency with program management best practices, and planning and programming guidance. Engages proactively with champions in existing boards, working groups, programs and committees on often sensitive enterprise issues, and identifies gaps in enterprise governance and program management processes that detract from efficiency and effectiveness of the Office and Agency. Leads, manages, and hosts meetings with multiple stakeholders, multiple business lines requiring scheduling and logistics with senior executives and staff for large and small meetings and briefings at multiple VA locations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge Management and Business Architecture Provides advice and information to acquisition programs and non-acquisition programs regarding core documents and life cycle processes. Disseminates program-management related standards and guidance to program managers. Analyzes and provides program approaches to risk management and implications of not mitigating those risks. Assists in developing written justification of program management policies and enterprise business process improvements to top level management to influence decisions, policies, and guidance. Briefs management and other staff on a range of program management issues. Assists in developing new or improved business processes or methodologies for assigned programs and projects. Analyzes, evaluates, and promotes program management best practices and develops approaches to incorporate best practices into program management policies, procedures, and guidance. Reviews and analyzes functional plans and documentation to ensure consistency with overall program cost, schedules, technical performance, and other program plans and goals. Communicates directives and instructions to program elements engaged in the execution of actions and services. Develops contract/acquisition packages. Evidence of specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level. You will be rated on the following Competencies for this position: Project Management Data Management Stakeholder Management Analysis and Problem Solving Knowledge Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work, however, there may be some physical activity such as walking, standing, bending, carrying of light items such as papers and books. Occasionally there may be physical activity requiring lifting boxes of records or other items such as computer equipment. No special physical demands are required to perform the work.
