The Chief Data and Artifical Intelligence Officer position is located within the U.S. Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Office of the Deputy Under Secretary for Analysis. I&A specializes in sharing unique intelligence and analysis with operators and decision-makers to identify and mitigate threats to the homeland.
Duties
The Chief Data and Artificial Intelligence Officer manages, directs, plans, and coordinates the activities of the Division of Data, Analytics, and Information Sharing (DAIS) to identify Federal data requirements and develop strategies to counter evolving threats in a rapidly changing global environment.
Specific responsibilities include:
Serves as the principal advisor to the Director, Technology and Data Services/I&A Chief Information Officer for I&A's data management program and artificial intelligence adoption and operation within established guidelines. Responsible for performing and supervising work across the DHS intelligence enterprise to address the Department's most complex and consequential information and data challenges.
Performs a central organizing function in defining and shaping a data culture that makes required data discoverable, accessible, and valuable for supporting the I&A intelligence mission. Champions a data and evidence-based intelligence analysis culture by leading the data-related roles and responsibilities, promoting employee development in data access and analysis, and establishing and executing an I&A Data Strategy that aligns with Federal, DHS, and Intelligence Community (IC) strategies.
Oversees data and information sharing governance by facilitating the Data Access Review Council (DARC) or coordinating with other bodies across DHS, as applicable, to ensure appropriate oversight controls are implemented in the DHS Centralized Information Sharing Environment (CISE).
Oversees executive secretariat functions for the DHS Information Sharing and Safeguarding Governance Board (ISSGB) to support the I&A Under Secretary in carrying out applicable responsibilities delegated by the Secretary.
Manages the delivery of DHS data sets into CISE that are prioritized to enhance analytical processes that meet mission requirements. Ensures that CISE aligns technically with the Intelligence Community Information Technology Environment efforts.
Analyzes, evaluates, and verifies information-sharing agreements and provides options for sharing with internal and external U.S. Government partners. Negotiates with interagency partners to acquire new data sets required to advance DHS IE mission success by leveraging DHS data as a strategic asset.
Manages and automates appropriate oversight controls of data accessed, stored, or analyzed by technology applications to ensure appropriate use and sharing of data. Identifies and evaluates new technology solutions for improving data collection and use.
Leads modernization of technical infrastructure to support data management and analytics and to enhance data value at an appropriate cost.
Leads and integrates data lifecycle management activities and data quality measures for all intelligence-related data held by I&A.
Requirements

Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
Directing the work of an organizational unit;
Ensuring the success of one or more specific major programs or projects;
Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance;
Supervising the work of employees; and
Exercising important policymaking, policy determining, or other executive functions.
The application process to recruit for this position is the TRADITIONAL-BASED method. The applicant must address each Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) separately.
EXECUTIVE CORE QUALIFICATIONS (ECQs):
Unless you are currently serving under a Career Senior Executive Service (SES) appointment, eligible for reinstatement into the SES, or a SES Candidate Development Program (CDP) graduate, you must address the ECQs. Your narrative must address each ECQ separately and demonstrate the underlying competencies in the narrative. Examples should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action oriented leadership words to describe your experience and accomplishments and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.).
Applicants should use the Challenge, Context, Action and Results (CCAR) model below when responding to each ECQ:
CHALLENGE: Describe a specific problem or goal.
CONTEXT: Describe individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, members of Congress, shrinking budget, low morale).
ACTION: Describe the specific actions you took to address a challenge.
RESULT: Describe specific examples of measures/outcomes that had impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
Your narrative response should not exceed 10 pages, be typed in 12 point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ and draft your ECQs in a PDF document before uploading into the system to ensure these guidelines are met. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Leadership Competencies: Conflict Management, Leveraging Diversity, Developing Others, Team Building.
ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility.
ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, Technology Management.
ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating.
NOTE: Those applicants currently serving under a career Senior Executive Service appointment, who are eligible for reinstatement into the Senior Executive Service, or who have successfully completed a Senior Executive Service Candidate Development Program approved by OPM, need not submit a narrative statement covering each of the Executive Core Qualifications. However, those applicants must address the following Mandatory Technical Competencies.
TECHNICAL QUALIFICATION (TQ)s:
In addition to the Executive Core Qualifications, all candidates must show evidence of the following TQs below in order to meet basic qualifications for this position. Please label and include your name on each page. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a PDF document and then upload into the system. You must address each TQ separately and you should not exceed 2 pages per TQ. You are required to respond to all TQs. If you fail to do so, you will be rated as 'ineligible.'
TQ 1. Demonstrated senior level experience in leading large organizations with responsibility over data or information technology organizations with an emphasis in improving national security missions.
TQ 2. Demonstrated comprehensive knowledge of and experience in a wide range of advanced analytical techniques - including use of data science principles, artificial intelligence and machine learning tools - to address complex intelligence problems while protecting privacy and civil liberties.
TQ 3. Demonstrated experience in building coalitions across federal government and industry to improve data management practices
DO NOT COMBINE THE TQ AND ECQ STATEMENTS. Failure to meet the basic qualification requirement and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified.
Veteran's Preference does not apply to the Senior Executive Service.
Education
There is no recognized education to qualifying for this position; applicant's resumes and supporting documentation will be acceptable.
In addition to Mandatory Technical Qualifications (TQs), you must also meet the Basic Requirements: Individuals must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
NOTE: Your demonstrated leadership ability, the evidence of the ECQs and the THREE TQs (including your IT-related experience demonstrating each of the four competencies) that clearly and concisely document specialized experience must be clearly shown in your resume. A separate narrative statement will not be accepted.
