The incumbent serves as a manager responsible for the Equal Employment Opportunity/Affirmative Employment (EEO/AE), Diversity and Inclusion (D&I), Alternative Dispute Resolution (ADR), and external Civil Rights (CR) functions for a major organization within the Department of Veterans Affairs (V A). Incumbent may supervise staff engaged in EEO/AE, D&I, ADR, and CR functions. The incumbent works directly for the facility Director and serves as the principal advisor to the Director.
Duties
The major duties of this position include but are not limited to:
Serves as the principal advisor to the Director, subject matter expert, and spokesperson for the organization in the areas of EEO/AE (including Special Emphasis Programs), D&I, ADR, and CR functions.
Directs and is responsible for all aspects of the aforementioned program areas, including planning, evaluation, advisory, training, consultative, and reporting functions for the organization. Contacts are routinely made to discuss program areas and address volatile EEO situations followed by the incumbent developing strategies resulting in fundamental changes to program areas/policies/practices affecting EEO.
Performs related program and administrative management functions, such as planning, evaluation, training, correspondence control, and special projects including serving on boards or committees involving strategic workforce planning, EEO/AE, D&I, ADR, and CR, and related program areas.
Researches and analyzes related programmatic and administrative issues, applies complex analytical techniques, and develops recommendations for appropriate corrective actions or solutions.
Serves as the organization's liaison with internal and external stakeholders and represents the senior organizational official at meetings and conferences related to EEO/AE, D&I, ADR, and CR.
Proposes and develops policy and responses to correspondence for the organization on all EEO/AE, D&I, ADR, and CR matters, and acts as a liaison and /or spokesperson on such matters with persons and/or groups within and outside of the organization, in accordance with VA EEO and D&I policies.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: The EEO Manager applies managerial and equal employment opportunity knowledge and skill sufficient to plan, direct, staff, carry out and evaluate a full equal employment program including affirmative employment, special emphasis programs, minority and female recruitment planning. The program focuses on identifying problems through complaint monitoring, employee input, on developing and annual affirmative employment plan, and on resolving individual complaints.
Preferred Experience: Minimum of 3 years of Supervisory experience and 2 years of EEO experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is normally sedentary in an office environment.
