Duties
Incumbent serves as a senior specialist responsible for providing services related to the EEO program area of complaints management.
Provides technical assistance, advisory services, and guidance on difficult or sensitive issues that impact the processing of complaints for the agency and its employees while complying with applicable laws, regulations, policies, and procedures.
Prepares the acceptance of allegations for formal complaints, having dismissed those allegations that are untimely or not within the purview of applicable regulations and informs complainants of their right to appeal determinations.
Prepares all correspondence and other administrative requirements to process individual and class formal complaints through all phases of the process.
Provides advice and assistance to managers, supervisors, committees, employees, or applicants on legal and procedural aspects of EEO programs, policies, requirements, and administrative processes.
Participates with staff of EEO, Human Resources, Office of General Council, management officials, supervisors, and other designated personnel to collaborate on the development of positive EEO program related changes.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: providing technical assistance and legal guidance on EEO issues to management and employees; analyzing complaints and other relevant information such as workforce data to identify disparate treatment among protected classes; processing (EEO) complaints in accordance with applicable laws, regulations, policies and procedures; preparing complaints for investigation; and producing written complaint documents requiring substantial fact-finding and analysis.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
