This position is located in the Financial Management Division, Strategic Planning and Budget Office, Deputy CIO for Business Management and Planning, Bureau of Diplomatic Technology (IRM/BMP/SPB/FMD), in the U.S. Department of State (DOS).
Duties
Develops and implements improvements in the agreements process as required.
Provides expert advice and guidance to senior management concerning a broad range of complex Information Technology service agreement issues.
Establishes needs for agreements, ensures correct agreements are created and properly drafted, and manages agreements through their agreement lifecycle.
Performs wide variety of Contracting Officer Representative (COR) and Government Technical Monitor (GTM) duties and responsibilities for Financial Management Division (FMD).
Serves as subject matter expert in leading Division Information Technology Service agreements Team in validating that Federal, Department and Bureau policies have been accurately followed and applied in the execution of the agreements.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Completing thorough and accurate work independently, even in the most difficult or stressful situations, and occasionally reviewing work completed by others.
Customer Service - Resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluations of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
Oral Communication - Conveying complex information or ideas to customers and key stakeholders; presenting information in a well thought out and convincing way, demonstrating confidence in the facts and ideas; using various methods to explain and convey information.
Problem Solving - Solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs.
AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing, managing and tracking Information Technology service agreements.
Experience monitoring contracts.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-13 position.
