You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of TRIDENT REFIT FACILITY, BANGOR.
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will analyze and recommend costs and benefits of alternative methods of financial management of an organization’s programs and administrative operations and implement legal and regulatory controls over approved budgets.
You will execute a variety of fiscal, accounting, or financial management duties and responsibilities.
You will perform the formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities and reviewing and evaluating budget requests.
You will develop, determine, and interpret budgetary policies and practices.
Requirements

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing automated financial management systems to formulate budget estimates and report obligations and expenditures; analyzing transactional data for identification of trends; and developing recommendations for improved financial controls or budgetary processes.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience.
