The primary purpose: This is a formal career broadening position, established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is NTE 36 months with rotations between divisions.
Duties
DUTY 1:
Defines, leads, and manages expert and current technical knowledge, manages new and existing acquisition and business intelligence efforts while serving as the technical authority and expert advisor to contracting activities and/or other acquisition team members.
DUTY 2:
Plans, leads, and conducts training of acquisition personnel Air Force wide to improve knowledge of the defense industrial base and improve the effectiveness of industry engagements.
DUTY 3:
Advice and Assistance. Performs career broadening assignments such as consultation and leadership for broad and complex programs, systems, and processes that advance the state of the art in data access, retrieval, utilization, and visualization.
DUTY 4:
Leads special teams, projects, and initiatives as a technical authority on the defense industrial base.

- PCS cost will be paid IAW Career Broadening Policy under this agreement.
- Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.
- Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
- Career Broadening also provides training and developmental opportunities at various organizational levels.
- These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- Employee may be required to work other than normal work hours.
- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

- This position is covered by the agency career program and is considered a Procurement Official IAW the procurement integrity provisions contained in Section 27 of the Office of Federal Procurement Policy Act (41 US Code 423).
- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
- In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT for GS-13 and ABOVE:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of procurement and contracting principles, policies, procedures, and regulatory requirements, methods, contract types, procurement law, statutory mandates, Executive orders, and federal and agency regulations.
2. Knowledge of business practices and market conditions applicable to government contracting, including the latest acquisition reform initiatives.
3. Knowledge of contractual instruments, contracting operations, and detailed procedures of contracting requirements sufficient to develop sound strategies and provide effective policy guidance.
4. Skill in oral communications necessary to inform the workforce of policy changes, to make presentations to management of a complex nature and to lead and serve effectively on process teams.
5. Skill in written communications to allow effective articulation of assigned tasks and publication of new acquisition policy and material.
6. Ability to provide effective leadership through application of sound business acumen in order to resolve acquisition problems resulting in acceptable solutions.
