Duties

Serves as the senior contracting technical expert within AFMC and its buying organizations on the broad spectrum of contracting issues, including specific acquisition/program-related issues Serves as the principal representative of the Director/Deputy Director of Contracting to provide expert consultation regarding complex or politically sensitive acquisition problems Represent AFMC/PK with a variety of installation and functional area organizations Provides responsive, timely support to customers, actively supports achievement of Air Force and Command goals and objectives, and participates in improving self and organizational effectiveness

  • This is an acquisition coded position. Selectee must complete required certification level 1 in Contracting within 24 months of assignment

  • Is considered a Procurement Official IAW the procurement integrity provision contained in Section 27 of the Office of Federal Procurement Policy Act (41 US Code 423)
  • The employee must meet Defense Acquisition Workforce improvement Act (DAWIA) requirements applicable to the duties of the position
  • This is a drug testing designated position. The incumbent is subject to random drug testing
  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training
  • Incumbent is required to file an OGE Form 450 (Confidential Financial Disclosure Report) upon appointment and will be required to file annually
  • Employee must be willing and able to travel on military and/or commercial aircraft or by other mode of transportation to accomplish mission requirements
  • This position occasionally requires the employee to travel away from the normal duty station

Qualifications

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Basic Requirements for GS-13 and Above Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes dealing with business principles, laws, statutes, executive orders, regulations, policies and procedures to enable the employee to serve as focal point; comprehensive knowledge of contracting policy and procedures, to include the full range of acquisition techniques and methods including: contract types, negotiation techniques, contract administration procedures, contract termination procedures, contract price and cost analysis procedures and techniques. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. NOTE: You must submit copies of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of and ability to apply Government contracting and/or Procurement and agency specific guidelines and business practices, including statutes, regulations, policies and procedures, pricing arrangements and different contract types. 2. Highly skilled in interpersonal relations. 3. Highly skilled in oral communications. 4. Highly skilled in written communications. 5. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. 6. Ability to plan, organize work, and meet deadlines. 7. Ability to use office automation tools and techniques in the work of the unit. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is a Critical Acquisition Position (CAP). Unless waived, the selectee must: be member of the Acq Corps or be able to be inducted in 6 mos; agree to remain in this position for 3 years; meet certification requirements or be able to meet them within 2 years; engage in continuous learning activities.
