The primary purpose of this position is to provide expert technical policy, guidance, review, and assistance to Life Cycle Management Center (LCMC) Program Executive Officer (PEO) in all phases of unique specialized contracting for weapons systems acquisition that exceeds $50M to ensure conformance with applicable laws, regulations, and directives.
Duties
Performs Procurement Analyst Duties and responsibilities for reviewing and recommending clearance reviewing/approving officials contracting actions at that exceed $50,000,000, including the largest agency-wide aerospace weapon systems with a period of performance extending over a long period of time (5 years or more).
Drafts, develops, and coordinates standard and prototype contracting processes, and provides advice on new or reviewed regulations and implementing instructions covering contracting policies and procedures in those instances where the Contract Business and Mission Division is the LCMC office of primary responsibility or, alternatively, the office of collateral responsibility.
Participates in special projects and initiatives and performs special assignments.
Represents the Directorate with a variety of organizations.

- This is an acquisition coded position. Selectee must complete required certification level L 1 in Contracting within 24 months of assignment.
- This is a Critical Acquisition Position (CAP). Unless waived, the selectee must: be member of the Acq Corps or be able to be inducted in 6 mos; agree to remain in this position for 3 years;
- CAP Cont'd: Meet certification requirements or be able to meet them within 2 years; engage in continuous learning activities.

BASIC EDUCATION QUALIFICATION REQUIREMENTS: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS.
OR
A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000; OR, (3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102. or (4) is described in subsection (e)(1)(B) of 10 USC 1724. NOTE: MUST SUBMIT TRANSCRIPTS WITH APPLICATION.
SPECIALIZED EXPERIENCE: Applicants must have or will have at least 52 weeks of specialized experience within 120 days of the closing date, at the next lower pay band of NH-03 or grade level of GS-13 or equivalent in the Federal Service or equivalent in other pay systems. Specialized experience includes soliciting, evaluating, negotiating, and awarding contracts; administering contracts by assuring compliance with the terms and conditions; terminating contracts by analyzing, negotiating, and settling claims and proposals; analyzing and evaluating cost/price proposals and accounting systems; planning, establishing, or reviewing contracts, programs, policies, or procedures; formulating and administering policies and procedures; developing acquisition strategies and directing or managing procurements; and providing functional staff advisory services within the contracting occupation. NOTE: You must submit copies of your official transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of Government contracting, assistance and/or Procurement and agency-specific guidelines and business practices, including laws, statues, executive orders, regulations, policies and procedures, pricing arrangements, different contract types, and Congressional mandates.
2. Expert knowledge of assigned contracting, assistance and procurement specializations and applicable contract types.
3. Analytical skill sufficient to evaluate audit reports, regulations, and other relevant material as a basis for developing and implementing guides or procedures.
4. Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from subordinate activities, and to represent the department or agency on task forces, and skill in written communications sufficient to develop and publish regulations and materials.
5. Ability to communicate effectively; negotiate complex issues and maintain good working relations.
6. Ability to recognize and analyze problems, conducts research, summarize results, provide alternatives, and make appropriate recommendations.
