This position is located in the Health Resources and Services Administration, Bureau Primary Health Care, Office of the Associate Administrator, Division of Workforce Management. The duty location for this position is in Rockville, MD and is not eligible for remote work.

Duties
This position is a mission critical occupation for HRSA. This position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As the Deputy Division Director, you will work closely with the Division Director to provide leadership and guidance regarding managing staff and personnel resources for the Division.
Your major duties and responsibilities will include:
Providing administrative and technical supervision to a variety of employees in programmatic and administrative positions performing work at the GS-3 to GS-14 grade levels, and PHS equivalents in support of the BPHC and HRSA mission.
Analyzing and evaluating quantitative and qualitative data to assess the effectiveness of the Division's recruitment and retention efforts as they relate to meeting established goals and objectives.
Establishing and refining personnel priorities and activities to support Division operations, progress, and priorities, including activities that promote diversity and engagement of all employees of the Division.
Establishing and refining objectives and priorities to support the achievement of professional development goals for the Division and Bureau.
Making strategic decisions pertaining to the Division's human capital resources to support the Division Director's ability to carry out the scope of the Division's work.

Requirements
- U. S. Citizenship is required.
- HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this GS-15 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis:
Analyzing systems or strategies for implementation and administration of programs and initiatives to address the business needs of an organization.
OR
Providing strategic business advice on systems, procedures, and processes to senior-level officials on administrative policy or program matters related to the priorities and initiatives of an organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
