Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Supervisory Management and Program Analyst your major duties and responsibilities include:
Overseeing the budgeting formulation and budget execution for OIT.
Developing monthly status reports and multi-year trend financial reports and ensuring the accuracy and timeliness of data related to its administrative and management activities.
Reviewing and evaluating current policies and procedures and performs performance studies to improve business operations for financial, budgeting and contract management.
Overseeing the planning and execution of all IT contract management activities involved in obtaining the highly specialized products and services needed to support Division programs and operations.
Providing advice and assistance to those seeking guidance in connection with cause and cure of contracting problems.
Advising contracting activities in formulating programs or concepts to reflect optimum utilization of resources and an efficient and effective organization.
Serving as an advisor for ratification of contracts for approval by higher-level authority.
Supervising a staff of employees to accomplish the work of the organizational unit.
Exercising supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.

SELECTIVE FACTOR:
Applicants must possess at least a Level III Federal Acquisition Certification as a Contracting Officer's Representative (FAC COR III) and must be current with Continuous learning and training required to maintain the certification.
Applicants selected for an interview will be required to provide documentation that verifies that they possess at least a Level III FAC COR certification and are current with their continuous learning and training to maintain their certification.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for position at the GS-15 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-14 include performing the following types on a regular and recurring basis:
Providing detailed guidance and supervisory assistance in contract management during any phase of the contracting process (e.g., pre-solicitation, solicitation, negotiation, award, post-award administration);
OR
Providing advice to senior level management and program managers on all phases of federal budget execution and financial management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. CONTRACT MANAGEMENT - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
