This position is located in the Health Resources and Services Administration, Provider Relief Bureau, Division of Program Operations. The duty location for this position is in Rockville, MD and is not eligible for remote work.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As the Supervisory Management and Program Analyst, you serve as the Division Director.
Your major duties and responsibilities include:
Exercising full management authority by performing the administrative and human resource management functions relative to the staff supervised.
Providing leadership, direction, coordination, analysis and planning in support of federal healthcare programs designed to reimburse health care providers for expenses and lost revenue, and helping to ensure a sustained, robust health care system.
Providing authoritative advice by applying a wide range of advanced qualitative and/or quantitative methods to assess and improve the efficiency, effectiveness and management of assigned programs, processes, projects, and systems.
Serving as a principal advisor and consultant on broad issues by analyzing issues that arise from legislation, budget proposals, regulatory actions, and other program or policy actions.
Developing, coordinating, and preparing reports, briefing papers and other documents for formal presentation.
Developing and implementing the Division's strategic plan; making critical decisions and providing expert advice and counsel concerning approaches and options that are sound and feasible in relation to Division goal and objectives.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
Examples of minimum qualifying specialized experience include performing the following types of tasks on a regular and recurring basis:
1. Supervising and managing administrative, technical, and operational functions, processes, and procedures for an office.
AND
2. Leading qualitative and quantitative evaluations of complex management and program operations to assess efficiency and develop strategic enhancements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
