The Assistant Circuit Executive for Information Technology (IT ACE) reports to the Circuit Executive. The IT ACE provides circuit-wide IT leadership, coordinates IT projects and activities for the Court of Appeals, and supervises 9 IT professionals. The position will be available on February 3, 2025.
Duties
Plan, direct, and manage all activities related to IT and IT security for the Court of Appeals. Communicate with judges and court staff on IT programs, initiatives, and emergencies.
Consult with and provide guidance to judges, court executives, IT managers, and other court staff throughout the circuit regarding IT-related activities, policies, and procedures.
Develop short- and long-term IT strategic plans and identify and implement standards for implementation.
Initiate and manage special projects, collect and analyze data, identify trends, and make recommendations for new programs, policies, and procedures.
Serve as liaison between the circuit and national IT staff at the Administrative Office of the U.S. Courts.
Represent the circuit in developing national and circuit-wide IT policies and programs. Represent the circuit in national initiatives, programs, and conferences. Assist in planning regional and national IT conferences.
Serve as a resource to the circuit judge representative serving on the Judicial Conference's IT Committee.
Develop the annual IT spending plan, manage the annual IT budget, and identify spending priorities.
Ensure adherence to relevant policies and procedures related to IT property management guidelines including procurement, assignment, and disposal.
Plan and coordinate IT support for oral arguments and special events such as investitures and portrait presentation ceremonies.
Provide leadership to the IT staff through coaching, goal setting, and communication. Organize the team to ensure effective workload coverage and responsiveness to emergencies.
Perform other duties as assigned.
Qualifications
Candidates should possess strong analytical, communication, and interpersonal skills; a comprehensive understanding of diverse IT technologies including IT security, network administration, programming, project management, end-user support, training, and courtroom technology; a positive, proactive, and creative approach to managing budgets and solving problems; and a demonstrated skill in leading, motivating, and working with a diverse workforce.
Candidates must have at least 10 years of progressively responsible IT experience, including at least 5 years of substantial management and leadership experience, preferably in a court, legal, or similar setting. Experience working in federal or state courts or in the federal judiciary is preferred.
Education
A bachelor's degree from an accredited college or university is required. An advanced degree or certification in IT-related fields is preferred.
