THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS), Position Description Number T5020P01 and is part of the KS Joint Forces Headquarters, National Guard.

Duties

As a HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS), GS-0201-12, you will serve as the state technical advisor for HR Information Systems (automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services) with a thorough understanding of HRO functional areas and internal processes (e.g., Staffing, Benefits, etc.) and how those inter-relationships impact processing of personnel actions. Work to resolve complex issues that arise which impact multiple functional areas within the HRO. Plan, organize, manage, and perform duties necessary to accomplish information systems management functions in support of HR programs essential to state Army/Air National Guard operations, training, and readiness missions. Applies an expert knowledge of HR management rules, regulations, policies, and procedures that have impact on or are related to HR systems and applications. Provide management advisory services to all levels of customers requiring knowledge of each HRO functional area. Researches, analyzes, recommends, and resolves a variety of complex issues relating to national HR information systems. Design and develop reports using policies, procedures, regulations, and a wide variety of data within the automated HR personnel system to provide decision making information. Utilize current data reporting tools to analyze data and provide business intelligence products to senior leadership. Serve as a State-Level expert in providing analysis, evaluations, and recommendations for implementation of HR information systems. Other duties as assigned. Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements. Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"

Requirements

  • Ability to establish effective professional working relationships with coworkers and customers,contributing to a cooperative working environment and successful accomplishment of the mission.
  • Position designated Essential Personnel, may be subject to duty in preparation for, or in response to, state emergency/ disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Duties/responsibilities of job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.

Qualifications

GENERAL EXPERIENCE: Must have 3 years of progressively responsible general experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. SPECIALIZED EXPERIENCE: Must have the specialized experience equivalent to at least the next lower grade level in the normal line of progression with advanced knowledge of HR laws, regulations, principles, policies, and concepts related to the assigned functional area sufficient to plan and coordinate activities, provide HR management advisory services, and analysis, evaluation, and resolution of complex, controversial issues through the spectrum of HR programs. Physical Effort: The work is primarily sedentary, although some slight physical effort may be required. Working Conditions/Environment: Work is typically performed in an adequately lighted and climate controlled office.
