This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY), Position Description Number D1622000 and is part of the 190 FSS Topeka, KS Air National Guard.

Duties

As a HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-09 you serve as advisor to commanders on assigned unit human resources (HR) programs. Interpret policy and provides procedural guidance to commanders, supervisors, and staff members. Provide guidance and assistance on unit program(s) for which responsible. Provide training to supervisors on all military human resources issues. Analyze data and subsequent determinations regarding any number of human resources matters that may involve or affect AGRs, drill status guardsmen,and/or family members. Advises supervisors or managers within unit when actions may affect productivity or mission. Conduct staff visits and trains personnel (AGRs), traditional drill status guardsmen, supervisors, managers, etc.) within the unit in all programs for which responsible. Conduct periodic briefings for staff, commanders, and administrative personnel to promote a full understanding of all aspects of the assigned program(s). Other duties as assigned. Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements. Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"

  • KANSAS AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a Secret security clearance within one year of appointment.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission
  • Selectee will be required to wear the military uniform.

Qualifications

Military Grades: E1 through E7 Compatible Military Assignments: any GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. GENERAL EXPERIENCE: To qualify an applicant for any GS-0201 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following seven basic qualification competency factors are applicable to the GS-0201 career levels: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE GS 09: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs. PHYSICAL EFFORT: Work is primarily sedentary, although some physical effort or exertion may be required in the performance of duties. There may be some episodes of light lifting or prolonged periods of standing. WORKING CONDITIONS: Work typically involves normal risks and discomforts common to an office setting. Incumbent may be required to travel in military or commercial aircraft to perform temporary duty assignments. The incumbent's regular assignments are primarily Air National Guard technician duties; however, the incumbent may also be assigned some non-technician duties.
