This position is organizationally aligned to the Learning, Innovation, & Leadership Development - Education Department at the Jesse Brown VA Medical Center (537) in Chicago, IL - a complexity level 1b VHA facility. The primary purpose of this position it to provide administrative and management related support by analyzing, evaluating, advising, and/or conducting administrative processes and activities for the Learning, Innovation & Leadership Development-Education Department.
Duties
Exercises autonomy in performing a full range of administrative managerial activities and responsibilities.
Retrieves and gathers confidential data, organizes it, prepares it for Chief of Education for individual assessments and meetings.
Independently compiles and prepares weekly, monthly, quarterly, and annual schedules, calendars, and reports related to the tracking of projects.
Schedules appointments, maintains calendars, coordinates meetings, and schedules conferences and meetings.
Orders office supplies, arranges for maintenance of office equipment for the department.
Serves as Delegation of Authority for timekeeping.
Acts as the liaison with the facility Human Resources Management Service concerning personnel-related matters.
Assists manager and staff in projecting staffing needs, writing position descriptions and/or functional statements, developing job analyses, preparing performance plans and appraisals/competencies, processing training requests, and drafting disciplinary and adverse actions.
Coordinates submission of performance reviews and proficiency reports.
Maintains appropriate personnel files per facility/agency records management policy.
Updates and maintains the service's organizational/functional and staffing charts.
Provides budgeting and financial management.
Performs all other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday; 07:00 AM - 3:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To qualify for this position at the GS-9 level, you must meet one of the following:
Specialized Experience - One (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Monitoring the functions of administrative services within an office; preparing procurement requests, evaluating proposals for work, as a COR for procurements, and/or maintaining procurement and contracting records, managing contracting and procurement for large, complex procurements, establishing and overseeing procedures for the receipt, review and follow-up on requisitions for purchases from Federal and special funds.

Education - Have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination - Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
To qualify for this position at the GS-11 level, you must meet one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS=9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: perform all administrative functions within the assigned clinical organization that includes administration, human resources management, budget and finance, management and program analysis, office support services, preparing procurement requests, evaluating proposals for work, as a COR for procurements, and/or maintaining procurement and contracting records, managing contracting and procurement for large, complex procurements, establishing and overseeing procedures for the receipt, review and follow-up on requisitions for purchases from Federal and special funds.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two years of higher level graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience is equal to one hundred percent.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. This work may also include walking distances between buildings, carrying/ lifting small and/or lightweight office type equipment (e.g. - telephones, audiovisual equipment, conference call equipment, etc.)
Working Conditions: The work is typically performed in an adequately lighted and climate-controlled office. The office is shared and located in an area available to walk in customers. May require infrequent travel for conferences, training off station, etc.
