This position is located in the Health Resources and Services Administration, Office of Operations, Office of Budget Finance, Division of Budget Execution and Management . The duty location for this position is in Rockville, MD and is not eligible for remote work. **Applicants please note: Additional selections may be made across the Department of Health and Human Services through this vacancy announcement.**

Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a Budget Analyst, your major duties and responsibilities include: Reviewing, analyzing, and interpreting legislation, appropriations, language, OMB directives, departmental and other guidelines that pertain to the Division of Program Budget Services (DPBS). Formulating budget estimates for DPBS programs, which may include personnel, travel, facilities, contracts, supplies, and equipment required to administer them. Providing advice on all phases of appropriated funds budgeting to the Office of Budget leadership and senior program management officials. Monitoring the execution of DPBS approved budgets and regularly reviewing the status of budget execution activities to ensure compliance with approved program and budget plans. Preparing detailed analysis, tables, and other summary materials for consideration by top management in budgetary decision making. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.

QUALIFICATION REQUIREMENTS: MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-13: In order to qualify for position at the GS-13 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of minimum qualifying experience equal to the GS-12 include performing the following types on a regular and recurring basis: Managing the budget execution and/or formulation needs of an organization's operating budget in accordance with the Federal budget process. AND Monitoring the status of Federal programs and operational funds, in order to identify problems areas, trends, or deficiency situations. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
