The position is located in the Department of Veterans Affairs (VA), Office of Acquisition, Logistics, and Construction (OALC), Washington D.C. The position manages the OALC controlled correspondence program used by over 100 individuals directly involved in the preparation of OALC correspondence. The incumbent serves as a the expert on the OALC front office correspondence staff and oversees the preparation and distribution of a wide variety of communications affecting operations across the VA.
Duties
The incumbent serves as a Correspondence Analyst performing complex communications and correspondence management duties for the OALC enterprise which includes three major sub-offices and over 100 individuals directly involved in the preparation of OALC correspondence. The major duties and responsibilities include but are not limited to:
Provides full communications support to the OALC Principal Executive Director, Deputy Principal Executive Director, Chief of Staff,
and Director of Executive Review and Strategic Engagement.
Ensures compliance with the department's overall communications and correspondence management program objectives and goals; and ensuring OALC communications are timely, accurate, and comprehensive in every aspect.
Reports document organizational timeliness and quality, noting trends and identifying problem areas.
Develops and implements guidance and written processes which support, compliment, and effectively integrate OALC and its subordinate offices' correspondence management procedures with those established by the Executive Secretariat.
Provides training, technical advice and guidance to OALC and its subordinate offices' correspondence analysts on a routine basis, and serves as a coach and facilitator in coordinating the correspondence activities.
Manages the preparation and review of a wide variety of communications for executive level signature covering a variety of complex acquisition and logistics, major construction and leasing issues.
Makes determinations and judgments as to the importance and sensitivity of the material being presented and ensuring appropriate tone and emphasis for effectiveness independently.
Develops and implements quality control on all correspondence packages for accuracy and completeness prior to submission to the Principal Executive Director, Deputy Principal Executive Director, Chief of Staff, and Director of Executive Review and Strategic Engagement.
Manages work assignments of other OALC front office and subordinate office correspondence analysts for development, input and execution in the department's electronic correspondence management system.
Establishes suspense dates and monitors completion of assignments.
Works closely with the other correspondence analysts and program support assistants, coordinating all aspects of OALC's communication management program in the electronic correspondence management system
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 to qualify at the GS-13, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience would typically include, but are not limited to:
Reviewing and editing a variety of executive-level correspondence to ensure clarity and accuracy;
Training and providing technical advice on a wide variety of communications;
Assisting with the management of high-volume correspondence as needed;
Familiarity with correspondence management systems and tracking databases (i.e., Salesforce, SharePoint, DocuWare), and proficient in Microsoft office.
Able to handle high-pressure situations with discretion and professionalism, ensuring the confidentiality of sensitive matters while maintaining a high standard of quality.
Specialized Experience GS-14: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) to qualify at the GS-14, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Preparing, reviewing, and providing technical advice on a wide range of communications for executive-level signatures.
Well-versed with correspondence management systems and tracking databases (i.e., Salesforce, SharePoint, DocuWare, etc.,), and proficient in Microsoft office.
Adept at interpreting and applying policies to develop effective communication strategies.
Proven ability to handle high-pressure situations with discretion and professionalism, ensuring the confidentiality of sensitive matters while maintaining a high standard of quality.
Strong critical thinking and analytical skills, and high level of attention to detail.

Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. The work does not require any special physical effort.
