This position is located in the Bureau of Global Talent Management, Office of the Executive Director, Office of Management Resources, International/Domestic Support Division (GTM/EX/MR/IDSD). IDSD is responsible for creating Permanent Change of Stations (PCS) Travel Orders for Foreign Services employees and their Eligible Family Members (EFM); and for providing expert guidance and advice related to PCS travel.
Duties
Plans and conducts studies for efficiency of operations of Bureau organizations ranging from single units to the entire Bureau, including any overseas or otherwise geographically separated organizational entities.
Formulates the design of new or re-structured organizations through quantitative and qualitative analytical methods. Presents management officials with proposed organizational designs and explains their potential impact on personnel and processes.
Drafts and prepares conclusions and recommendations for action and incorporates them into a formal written report and oral presentations, as necessary, for various levels of management.
Maintains contact with Bureau and Departmental budget analysts and HR specialists to obtain the latest information on staffing resource levels allocated to the Bureau , personnel accessions and attrition, and pending vacancies.
At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
GS-12
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience researching, analyzing, and preparing reports of finding for senior leadership.
Experience identifying issues and developing recommendations to resolve programmatic problems of efficiency and productivity.
There is no substitute of education for specialized experience for the GS-12 position.
GS-13
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience researching, analyzing, developing, and recommending program and operational improvements.
Experience implementing a project plan and providing input and assistance through completion.
Experience conducting briefings to explain findings and recommend options for implementing actions to improve organizational effectiveness.
There is no substitute of education for specialized experience for the GS-13 position.
