About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the NETCOM/9th Signal Command, 516th Signal Brigade, S2 Security Division located at Fort Shafter, HI.
Duties
Serves as a COMSEC Inspection and Compliance Security Specialist in a brigade headquarters providing support to all military and civilian personnel.
Performs Command COMSEC inspections of supported COMSEC accounts to determine system weaknesses and ensure compliance with program objectives and COMSEC regulations.
Prepares inspection reports of findings with recommendations. Keeps the Account Commander informed on COMSEC matters to ensure close coordination essential to an effective COMSEC program.
Provides guidance to investigating officers and monitors the progress of any investigation to ensure all requirements are met.nate with other agencies in determining possible compromises of national defense information
Manages the command's program for classification, declassification, and downgrading of information.
Investigates, records, and reports threats to information security, compromises, and other security violations through appropriate channels.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain the Command Communications Security Inspector Certification Course within the first year of employment.
- Must be able to obtain and maintain a Top-Secret security clearance based on a T-5 with eligibility for sensitive compartmented information (SCI).
- Must be able to obtain and maintain the KMI MGC Course or equivalent.

- Designated Mission Essential Position: Required to report for duty during inclement weather, Natural Disasters, and other emergency situations and may be required to remain on duty after the official shift ends.

Specialized experience is defined as: Experience in Communications Security (COMSEC); and experience in at least one more security discipline: Personnel Security (PERSEC), Information Security (INFOSEC), and/or Physical Security (PHYSEC). Experience in This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled.
