This position is located in the Financial Management Services Branch, Office of Accounting and Financial Management Services, Office of the Chief Financial Officer (OFCO).
Duties
Systems Administration
Provide leadership and supervision in the development of comprehensive financial systems, grants, and trust financial information.
Manage the AmeriCorps financial system processes and coordinate system development activities ensuring that financial systems meet federal financial system guidelines.
Conduct complex assignments involving interfaces and inter-relationships between and among programs, systems, functions, policies, and various issues.
Coordinate the implementation of state-of-the-art financial and related information systems including but not limited to the agency's core financial management system, central procurement system, travel management system, grants management system, Trust Automation System, and eSPAN.
Research, analyze, and resolve complex accounting problems in challenging and critical circumstances.
Supervisory Duties
Supervise professional staff, provide essential first-lime administrative and technical supervision to accomplish Branch tasks.
Allocate work to functional staff members in alignment with the established organization mission and functions, considering workload fluctuations and personnel availability.
Manage personnel including leave approval and work planning, ensuring the quantity and quality of work meet standards.
Establish performance expectations communicated through the formal employee performance management system, conducting performance evaluations, providing feedback, and offering guidance.
Handle recruitment process, resolve employee complaints, implement disciplinary measures, when necessary, identify developmental and training needs, and foster equal employment opportunities through nondiscriminatory practices.
Grants and Trusts Accounting Reviews
Oversee the monthly, quarterly, and annual close activities for grants and trusts. This includes but not limited to the review and approval of canceled grant funds prior to year-end deobligation, the evaluation of the trust financial statements, related trial balances, general ledgers, subledgers, Report on Budget Execution and Budgetary Resources (SF133) to the Statement of Budgetary Resources reconciliation, Treasury Statement of difference, GTAs, fluctuation analysis (BOC and Financial Statements).
Performs other duties as assigned.

To qualify at the NY-4 /GS-14 level or equivalent, applicants must possess one year of specialized experience at the next to lower pay band/ grade level NY-3/GS-13 or equivalent under other pay systems. Applicants must meet eligibility requirements and minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Applicants must have one year of specialized experience comparable in scope and responsibility to successfully perform the duties of the position, in either federal or non-federal service performing two (2) out of three (3) of the following duties or work assignments:
1. Experience executing a full range of first line supervisory and managerial responsibilities to set a series of annual or multi long-range work plans and schedules for in service and contract work.
2. Technical expertise as senior advisor in support of, participating in or servicing as a key contributor in developing, designing and coordinating strategy, action plans, and reporting relative to financial systems, travel program, and grants and trust accounting.
3. Experience with monitoring and evaluating the completeness and accuracy of reports prepared by internal/external sources and coordinating the work of staff and offices involved in the preparation of federal reporting requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Education
Basic Requirements:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
