The position is in the Network Provisioning and Activation Division, Office of Network Technologies, Deputy Chief Information Officer for Enterprise Infrastructure, Bureau of Diplomatic Technology (DT/EI/NT/NPA).
Duties
Determines requirements and develops budgets for fiscal and manpower resources needed to manage, operate, and maintain secure voice and communications programs and projects.
Monitors and evaluates the Red Switch program for quality of performance, effectiveness, problems, and costs, developing and implementing corrective actions whenever necessary.
Serves as acting
Project/Program Manager, including developing schedules and implementing/executing plans to complete technical projects and provide 24X7 coverage.
Ensures deployment of the Department's Red Switch subscriber devices and implementation schedules; develops/implements network configuration; and performs expansions and systems administration for the classified telephone system.
Represents the Department on interagency committees responsible for secure voice services; Red
Switch network expansions, configurations, and policies; current and future demands for the Department and interagency group's C3I requirement.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards
Customer Service – experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide several potential solutions
AND
Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience planning and coordinating projects and programs that support a department’s communications, computer, and information management systems that include voice/data systems used to manage crises and satisfy the department's command, control, communications, and intelligence requirements.
Experience with providing remediation for installed information technology devices, such as, but not limited to, networking equipment, Cloud Access Security Broker (CASB), encryptors, and wireless access points that support the transport of voice, video, and data.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-13 position.
