This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), State Demonstrations Group (SDG), Office of the Group Director.
As a Health Insurance Specialist (Policy Advisor), GS-0107-14, you will provide technical expertise, advice, and consultation on complex and highly sensitive policy, programmatic, operational, and priority initiatives affecting CMCS's programs.
Duties
Provide advice and guidance on the legal and policy issues associated in the planning, development, execution, and analysis of Medicaid Section 1115 authority.
Lead analysis for proposed legislative and policy changes to assess the impact of this authority and related demonstrations on CMS operations.
Oversee and implement projects and program initiatives, to drive Innovation; oversee projects and programs based on the expert knowledge of CMCS administered programs.
Provide technical expertise, advice, and consultation on complex and highly sensitive policy, programmatic, operational, and priority initiatives affecting CMCS's programs.
Prepare or direct the preparation of written communications to address complex and comprehensive correspondence, memoranda, briefing papers, option papers, speeches, and program proposals for the Director and Deputy Directors.

In order to qualify for this GS-14 position, you must clearly demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Providing technical guidance on Medicaid Section 1115 demonstrations policies or on the conduct of evaluation of Section 1115 authority and its application to demonstrations; AND (2) Leading or overseeing projects and associated resources to enhance program advancements; AND (3) Creating technical written documents (e.g. health policy statements, special terms and conditions, evaluation summaries) to inform decision making about policy design, implementation, or compliance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
