This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Office of the Center Director (OCD). As a Health Insurance Specialist (Senior Policy Advisor), GS-0107-15, you will provide technical expertise, advice, and consultation on complex and highly sensitive policy, programmatic, operational, and priority initiatives affecting CMCS's programs.

Duties

Support CMCS Unwinding efforts to work collaboratively in supporting states to enhance eligibility and enrollment operations to ease the return to normal operations. Coordinate projects which cut across CMCS sub-components, and Center Offices; conduct special assignments on a wide range of operational issues for the Director and/or Deputy Directors. Provide technical expertise, advice, and consultation on complex and highly sensitive policy, programmatic, operational, and priority initiatives. Evaluate and assess the impact of new and/or proposed health care legislation on Medicaid programs and make recommendations for improvement to program operations. Prepare or direct the preparation of written communications to address complex and comprehensive correspondence, memoranda, briefing papers, option papers, speeches, and program proposals.

Qualifications

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: Leading Medicaid Enrollment and Eligibility Program policy development, implementation and evaluation at the National or State level; AND Collaborating and negotiating with internal and external stakeholders to provide technical support for program administration, policies implementation, and program oversight; AND Drafting a variety of technical documents (i.e. health program policy issue and decision papers, briefing material, regulations and other guidance documents, correspondence and/or terms and conditions or other legal documents). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
