This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Managed Care Group (MCG), Division of Managed Care Policy.
As a Supervisory Health Insurance Specialist, GS-0107-15, you will serve as the Director and in that capacity lead, direct, plan, and coordinate division staff and activities related to the development of program policy related to Medicaid managed care.
Duties
Help lead development, monitoring, enforcement, and evaluation of regulations, policies, procedures, State Plan Amendments, 1915 waivers, Managed Care Payment Arrangements for States in design and implementation of their Medicaid program.
Lead and direct projects to analyze key Medicaid policy issues to support legislative, regulatory, policy, and/or operational initiatives.
Participate and negotiate with State and Federal officials on issues related to division work; Initiate and develop ongoing relationships with entities, including other Federal agencies, States, Congress, and provider organizations.
Facilitate, manage and build relationships with all internal and external Stakeholder groups including States, National Associations, and other federal agencies and senior policy makers.
Lead staff and serve as a role model for leadership, including coaching, mentoring, providing ongoing feedback, providing formal and informal learning opportunities, as well as addressing staffing issues/problems when they arise.

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
Leading policy development and implementation related to Medicaid Managed Care; AND
Leading or providing technical direction to staff engaged in Medicaid Managed Care initiatives ; AND
Drafting a variety of technical and non-technical documents such as health program policy issue and decision papers, regulations or other guidance documents, or management reports.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
