About the Position: Serves as a Management Analyst for Fort Irwin Resource Management Manpower Division. Position is responsible for performing the full range of management analysis duties to include developing command policy in support of established procedures for support agreement program management and managing the Risk Management Internal Control (RMIC) Program.
Duties
Coordinates and develops support agreements to align manpower and monetary resources.
Serves as a Management Analyst on matters pertaining to the activity’s workforce management, positions and organization structure.
Prepares manpower projections and validates authorizations against planned usage.
Provides direct administrative and procedural support by organizing, collecting, analyzing, and presenting information related to the current and future reimbursable agreements workload.
Responsible for studies and management projects with assigned objective to improve operations, identify efficiencies and manpower savings, and determine manpower requirements through system techniques and other means.
Provides advice and counsel on all manpower matters to upper management and servicing organizations.
Manages the Risk Management Internal Control Program.
Requirements

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes 1) Preparing reports using manpower data such as: Table of Distribution and Allowances. 2) Identifying discrepancies to provide recommendations for solutions; 3) Utilizing automated personnel systems such as Force Management Systems Website (FMSWeb), Army Workload and Performance Systems, Defense Civilian Personnel Data System and AutoNOA; 4) Developing support agreements and Internal Government Support Agreements (IGSAs) and 5) Manage Risk Management Internal Control Program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
