About the Position: This position is with USA FORSCOM, NATIONAL TRAINING CENTER, OPERATIONS GROUP, HQS SECTION, FORT IRWIN CA.
Duties
Plan, develop, and monitor implementation of plans, policies, procedures, and guidance for Operations Group to assist with productivity, quality management, and organization improvements.
Evaluate technical and functional objectives, program goals, resource (manpower, personnel, funds, equipment, supplies) availability, and status information for projects.
Prepare and monitor contractual modifications and the implementation of contractual requirements.
Plan work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepare schedules for completion of work.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to obtain and maintain a secret clearance throughout appointment.
- One year Supervisory Probationary period may be required.
- Financial Management Certification:; Certification Level 2 required for this position, requirements of this certification must be met for this position.
Qualifications
(1) Position may be filled as a temporary promotion or temporary reassignment NTE 13 months by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made
permanent without further competition.
(2) Position may be filled as a term appointment NTE 13 months, if the candidate isnot a current permanent Army employee. Term appointments may be extended up to a maximum of six years.

Specialized Experience: Have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes the following. Work on the programs policies, procedures, and guidance for operations to assist with productivity, quality management, and organization improvements such as cost management, strategic readiness, and performance management. Work on the development of the Operation's Programs annual budgets, administrative processes and procedures related to resource management for things such as (manpower, personnel, funds, equipment, supplies).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
