You will serve as a ACCOUNTANT in the FINANCIAL MANAGEMENT (FM) of NAVAL FACILITIES ENG COMMAND ATLANTIC.
Duties
You will develop and monitor internal controls for major segments of accounting operations to provide assurance of accounting audit readiness.
You will provide functional advice to the design and programming of automated systems.
You will develop process maps and narratives to map financial processes to the Statement of Budgetary Resources (SBR).
You will make recommendations regarding revisions to existing operating and reporting procedures in the development of accounting procedures.
You will recommend preferred approaches to ensure compliance with policy and to ensure integrity of financial reports and data.
Requirements

- You will be required to obtain and maintain a current valid United States driver’s license.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provide Internal Control for Financial Reporting (ICOFR) support for NAVFAC LANT, 2) Perform walk through with independent public accountants for audits, 3) Create data queries to pull reports from the official accounting system and download it to a usable format, and validate the output, 4) Develop and maintain Standard Operating Procedures (SOPs) and 5) Provide Financial Improvement Audit Readiness (FIAR) support for either GF or NWCF fund source.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
Degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 hours may include up to 6 hours of credit in business law).A transcript must be submitted with your application if qualifying using education. OR
A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality; or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing.
