You will serve as a SUPERVISORY ACCOUNTANT in the FINANCIAL MANAGEMENT & AUDIT RDNS DIVISION of NAVAL FACILITIES ENG COMMAND ATLANTIC.
Duties
You will provide funds administration concerning the MILCON, and DON allotment fund accounting program.
You will apply accounting principles, theories, concepts and practices to accounting systems for the complex NAVFAC and DOD accounting/system financial operations, STARS-FL.
You will analyze accounting systems and processes and modify accounting techniques to solve problems.
You will ensure the accuracy, reliability, timeliness and propriety of fiscal transactions from the myriad financial systems, internal and external.
You will coordinate and synthesize the Command financial program.
You will review recurring monthly, quarterly and year-end financial management reports.
You will review Trial Balance Reports and ensure their accuracy and reconciliation to the FIS source data.
You will plan work, set priorities and prepare schedules for completion of work, make work assignments based on priorities, selective consideration of the difficulty and requirements of the assignments and the capability of subordinates.
You will review work, evaluate performance, provide advice, counsel or instructions to individual employees concerning work and administrative matters.

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing Internal Control for Financial Reporting (ICOFR) support for NAVFAC LANT; 2) Providing Financial Improvement Audit Readiness (FIAR) support for either GF or NWCF fund source; 3) Performing walk throughs with independent public accountants for audits; 4) Supporting ERP Migration Lead and FM's financial systems team in producing IPA packages that require tic and ties; 5) Communicating with internal and external customers; and 6) Training subordinates on processes as required..
