You will serve as a Supervisory Accountant is the Head, Accounting Division, Financial Management, of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will coordinate the planning, initiation, and implementation of accounting policies and procedures (e.g., related systems, internal control procedures). You will advise staff regarding financial accounting policy and system operations. You will use a financial management system (Standard Accounting, Budgeting, and Reporting System (SABRS), Command Financial Management System, or another DoD financial system, or similar system) to reconcile and resolve accounting discrepancies. You will develop and monitor internal controls for accounting operations. You will coordinate the work of others to meet the organization's mission. You will apply extensive data analytic skills and the ability to analyze, review and interpret financial execution data, and resolve variances. You will analyze the examination, verification, validation, and reconciliation of fiscal accounts, utilizing Standard Accounting, Budgeting, and Reporting System (SABRS), Command Financial Management System (CFMS), or another DoD financial system. You will serve as FM policy and technical consultant on all matters concerning the planning and execution of the overall fiscal laws and financial policy, process and procedures. You will review and update local instructions periodically to maintain current status. You will prepare reports, briefs, metrics, and other communication media such as telephone or emails and provide financial advice and recommendations to customers and senior management.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) providing a command with direction and expert advice on financial matters, appropriation law, and sound business practices; 2) monitoring and making adjustments to multiple fund sources and reimbursable work/services; 3) identifying and resolving critical resource problems by furnishing advice, guidance, assistance, and direct support to a command and it's components; and 4) providing command oversight or leadership for financial authorizations, obligations, and expenditures. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

A degree in Accounting or a degree in a related field such as business administration, finance or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 hours may include up to 6 hours of credit in business law).

OR

Have a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality; or 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or 3) completion of the requirements for a degree that included substantial course work in accounting or auditing.
