This position is located in the Logistics and Facilities and Management Section, Business Operations Division, National Library Service for the Blind and Print Disabled (NLS) in the Library Collections and Services Group at the Library of Congress (LC).
Duties
The incumbent works under the supervision of the Logistics and Facilities Management Section Head in overseeing and coordinating agency-wide logistics and facility management programs, projects and activities. This includes onsite and offsite logistics and facility operations for both government-leased and -contracted operations. The incumbent is responsible for overseeing the national inventory of supply and parts materials, storage, retrieval and handling of inventory for acquisition to delivery to network libraries, and supporting specialized digital playback machine repair parts used in NLS programs. Coordinate the day-today activities of onsite operations at two Multi-state Centers (MSCs) for managing the national book exchange and redistribution program, and managing all NLS activities related to disposal of analog and digital books and equipment according to the authority procedures. Support over 300,000 patrons, served by over 90 regional libraries in all 50 states, U.S. Territories and American citizens living overseas, and supply shipment to over 70 digital playback equipment repair groups. The incumbent serves as the NLS expert in inventory management matters, and as such the incumbent must be able to work with a high degree of independence, receiving assignments and work guidelines in terms of general policy and broad program objectives, exercising initiative and judgment in planning and supporting the work of the section. The incumbent will travel to government owned and leased facilities to perform inventory and quality assurance inspections.
Qualifications
Ability to direct and manage a supply management program, including logistics warehousing and receiving operations.**
Knowledge of contract preparation and contractor monitoring policies and procedures.**
Knowledge of automated supply, administrative tools and asset management systems.**
Ability to communicate in writing.
Ability to interact collaboratively with others to provide consultation or liaison services.
Ability to use innovative thinking and analytical methods to evaluate supply and facilities management.
Knowledge of policies, processes, and regulations related to inventory, property, equipment and supply management.
Ability to communicate effectively other than in writing.
