This position is located in the Logistics and Facilities Management Section, Business Operations Division, Natl Library Services for the Blind/Print Disabled Directorate (NLS), Library Collections and Services Group. The position description number for this position is 428455. The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area. This is a non-supervisory, bargaining unit position.

Duties

Manages and exercises overall program responsibility for a supply management program for a major agency organization supporting hundreds of delivery locations supporting program patrons. Oversees and accounts for all property, and plans and directs supply and equipment management activities, and assists in developing, implementing and maintaining a formal program for direction, surveillance, and assessment of property systems for government owned contractor-held property. Manage accountability of government-owned property to include loss and damage product management program. Monitor supply chain to ensure program supplies and collections are not lost or damaged while in storage or within supply distribution chain.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to direct and manage a supply management program, including logistics warehousing and receiving operations.** Knowledge of contract preparation and contractor monitoring policies and procedures.** Knowledge of automated supply, administrative tools and asset management systems.** Ability to communicate in writing. Ability to interact collaboratively with others to provide consultation or liaison services. Ability to use innovative thinking and analytical methods to evaluate supply and facilities management. Knowledge of policies, processes, and regulations related to inventory, property, equipment and supply management. Ability to communicate effectively other than in writing.
