About the Position:
This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).
This position is a TERM position. It is temporary and may be extended up to 6 years with a maximum of 8 years with approval.
Duties
Develop a variety of programs, services, and training related to Morale, Welfare and Recreation (MWR).
Assess the impact of internal and external variables such as the President’s Management Agenda, National Military Strategy,
government and industry trends, and labor and market forecasts.
Assist in conducting management surveys and research projects to develop policy positions on a variety of high-level issues of vast scope and critical importance.
Present and defend proposed and existing program efforts related to (MWR).
Review Congressional committee language and mark-ups, and coordinates the development of OSD positions ensuring that those
positions are consistent with administrative policy, operationally feasible, and fiscally sound.
Serve as the program expert taking part in the planning, direction, operation, control, and coordination of programs and policies related to MWR operations.
Define performance management systems to provide meaningful measures for program and service evaluation of MWR operations.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience: One year of specialized experience which includes evaluating the delivery of programs, services, and/or facilities related to Morale, Welfare and Recreation (MWR), conducting research projects to develop policy positions, collaborating with stakeholders to develop strategic plans, establishing objectives to advance programs related to Morale, Welfare and Recreation (MWR), and preparing testimony, reports to congress, decision briefs and/or action memos to facilitate decision making. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
