This position is in the Office of the Director (OD), Office of the Chief Diversity and Inclusion Officer (OCDIO), National Science Foundation. The incumbent leads business operations of OCDIO and serves as the supervisor and primary integrator of the Diversity, Equity, Inclusion, and Accessibility (DEIA) efforts across NSF and to align these efforts with overall agency culture.

Duties
As a Culture Integration Specialist,you will perform the following duties:
Oversees the development of the strategic direction and supports the CDIO with developing, implementation, and alignment of agency DEIA initiatives; overseeing initiatives and change management efforts.
Oversees the planning and performance of formal analyses of DEIA initiatives that require resolving critical problems or developing new concepts and methodologies for programs that are of major significance to the agency.
Ensure DEIA initiatives are aligned with and directly support the NSF and DEIA strategic plan objectives.
Oversee the planning and coordination of the Monthly "Equity Eco-system" and oversees the development of barrier analyses, equity assessments, and other special studies in support of DEIA functions.
Oversees the development of resolution of issues, coordinates work with others, and interprets policy in terms of established objectives; plans, designs, and implements and recommends solutions for issues in DEIA.
Oversees the planning, developing, and presenting written and oral briefings to NSF senior-level stakeholders on significant and complex DEIA programs that may require generating new concepts, principles, and methods to ensure their successful implementation within the organization/agency.
Represents the organization at various meeting and conferences as an NSF subject matter expert on Diversity, Equity, Inclusion, and Accessibility (DEIA).
Leads subordinate staff in the preparation and execution of Diversity, Equity, Inclusion, and Accessibility (DEIA) program goals and objectives.
Provides expert advice to management and NSF leadership on agency analytical needs by strategic planning, priority setting, and budget formulation, and in consideration of competing priorities, resource limitations, and legislative initiatives.
Develops multi-year program strategies, plans, and budgets; monitors and evaluates programs and operations to ensure that plans meet strategic objectives and goals; oversees the identification of problems and issues which may inhibit the attainment of program objectives and develops corrective action plans to address deficiencies.
Oversees reviews and analyzes of the impact of legislation and new agency strategic priorities on new and evolving needs for evaluation and analytics systems;
Serves as a first line supervisor responsible for administrative and technical supervision. Supervisory duties include: plans and assigns
work, evaluates performance, provides advice/guidance, performs hiring functions, resolves complaints, performs disciplinary actions, when necessary, identifies training needs, increases productivity
Qualifications
To qualify at the GS-15 level, you must possess at least one year of specialized experience equivalent to the GS-14 level in federal serviceoverseeing Diversity, Equity, Inclusion, and Accessibility (DEIA) efforts and integrating DEIA into organizational culture. Qualified applicants will have experience promoting organizational change management activities to integrate DEIA; leading engagement activities with organizational stakeholders; overseeing the integration of DEIA training; developing unique solutions to support DEIA strategic plans; and conducting assessments/studies to evaluate overall DEIA initiatives.
In addition to possessing the basic qualifications above, you must meet the following selective factor in order to be considered.
I have developed and implemented organizational policies, guidance documents or processes in support of DEIA.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
