About the Position:
This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).
This position is not covered by a bargaining unit.
Duties
Coordinate and promote efforts of the Department to engage State governments on quality-of-life issues impacting Service members and their families.
Track the progress made by Regional Liaisons on educating state officials on the statutory, policy and organizational issues.
Provide consultation and direction on preparing for next steps in the legislative process and educating on acceptable educational and prohibited lobbying activities.
Develop a variety of state policy initiatives in response to the ever- changing needs of service members and their families.
Provide strategic planning for implementation of a comprehensive State relations program to execute the mission of advancing policy priorities.
Provide guidance and strategy to Regional Liaisons on state legislative processes contributing to strategic, organizational and resource planning.
Plan work to be accomplished by subordinates; set and adjust short-term priorities; and prepare schedules for completion of work.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

- One year probationary period may be required.
- Appointment subject to a suitability/fitness determination, as determined by a background investigation.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience: One year of specialized experience which includes developing state policy initiatives in response to needs of service members and their families, collaborating with State government officials (i.e. Governors, Cabinet-level officials, legislators, and The Adjutants General) to effect laws and practice, educating State officials on the statutory, policy and/or organizational issues important to the mission, maintaining project, program, and/or administrative database systems, and supervising employees or leading teams. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
