This position is part of the Pension Benefit Guaranty Corporation, Office of Inspector General. The incumbent serves as the Assistant Inspector General for Management and Administration (AIG/MA) and is the principal advisor to the Inspector General and Deputy Inspector General regarding procurement, budget, human resources, planning and communications, Quality Control of Audit projects and other administrative functions as they relate to OIG operations.
Duties
Provides management and policy advice to the Deputy Inspector General and Inspector General.
Manages OIG contracting and procurement matters. Plans, develops, and coordinates procurement actions, resolving problems and improving effectiveness of all acquisition services.
Oversees and manages budget operations, including budget formulation and distribution of funds. Analyzes actual expenses as compared to plans, makes projections, and indicates adjustments to maintain equitable program balance.
Communicates, interprets, and advises on human resources policies, regulations and procedures; ensures appropriate orientation for new staff; and keeps managers informed of the status of on-going personnel actions.
Prepares and contributes to reports and other presentations on program planning and evaluation and designs and conducts a wide variety of comprehensive studies and detailed analysis of complex functions and processes related to long-range planning.
Directs Quality Control of investigations, audits, evaluations, and special reports to ensure that work meets current standards. Provides training and guidance to audit personnel on quality management standards and best practices.
Qualifications
One year of specialized experience equivalent to at least the GS-14 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position is defined as: Leading all support functions within the Office of Inspector General including budget, financial, human resources, administrative services, and planning. Performing analysis to resolve problems and issues related to administrative office functions. Communicating orally and in writing to convey information to the Inspector General and Deputy Inspector General. Oversight of quality control activities for investigations, audits and evaluations.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Education
Education cannot be substituted for specialized experience at this grade level.
