The purpose of this position is to assist the OCLA's Chief of Staff in managing a variety of administrative and policy programs and support services that not only impact OCLA but, in specific circumstances, impact the Department and its internal and external stakeholders. The incumbent of this position, Management and Program Analyst works in the Office of Congressional & Legislative Affairs (OCLA).
Duties
Performs and manages a variety of administrative and technical duties and processes within the OCLA. The incumbent performs assignments that require managing and developing plans, goals, and objectives for implementation and administration of programs, and/or developing criteria for evaluating the effectiveness of these programs.
This position's work includes developing, analyzing, making recommendations, and implementing new or modified work methods, organizational structures, management and administrative processes and procedures for creating administering program services, knowledge management systems, guidelines and procedures, and automating work processes for the conduct of program operations.
Establishes and continually reviews, updates, and develops complex operational and support service office procedures that affect the orderly and efficient flow of work within the office and with parties and agencies outside the organization. The incumbent is responsible for ensuring OCLA is complaint with directives and requirements related to these programs. The incumbent plans and assists in managing major administrative programs within Office of Congressional & Legislative Affairs (OCLA) and developing long-range program plans, goals, objectives, milestones, and evaluates the effectiveness of programs. Conducts ad-hoc analyses, prepares reports, and compile information for management. Present findings and recommendations on complex issues or problems impacting major programs. Recommendations may pertain to complex, interrelated issues or conflicting goals and objectives.
Gathers and reviews a variety of data and information related to OCLA's initiatives; proactively anticipates and analyzes challenges facing OCLA; and develops recommendations for management consideration. Assists in the management of changes in process, including participating in the development of OCLA's standard operating procedures and supporting implementation initiatives. Handles complex OCLA administrative issues. Executes OCLA-wide initiatives for the Chief of Staff regarding various OCLA related issues which may affect the relationships with VA Administrations, Staff and Field Offices, and other government or oversight agencies or committees. Collaborates effectively and professionally with others throughout 2 OCLA. Works effectively in a fast-paced environment with continually shifting priorities, potentially differing daily responsibilities, and short deadlines. Raises all sensitive, confidential and/or controversial to action items to the attention OCLA's Chief of Staff. Study and analyze projects of a large and diverse nature that they may require a team effort. The study objectives are to identify and propose solutions to management problems, which are characterized by their breadth, importance, severity and for which previous studies and established techniques are inadequate. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized 50% telework and selectee will be expected to report to 810 Vermont Ave NW, Washington, DC or a VA facility within the commuting distance of the selectees location the remaining 50%

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serves as a senior specialist, key advisor, and program/project implementer for various day to day and long-term administrative and operational needs such as, but not limited to: records management, emergency management, human resources, fiscal management, data/knowledge management.
